The Latin America critical infrastructure protection market growth is assessed by evaluating Brazil, Mexico, Argentina, and the rest of Latin America. The regional market was valued at approximately $4.81 billion in 2025 and is projected to reach $6.59 billion by 2030, expanding at a CAGR of 6.5% — outpacing the global growth rate of 5.1%, with energy, water, and transportation assets forming the core demand base.

The urgency behind this spending is empirical rather than theoretical. Organizations across Latin America and the Caribbean now absorb an average of 3,065 cyberattacks per week, a 26% year-on-year surge and roughly 40% above the global average. The Inter-American Development Bank notes that while most regional states now possess national cybersecurity strategies, only 13 have the institutional capacity, resources, or coordination mechanisms to execute them, and merely nine are equipped to defend critical infrastructure such as energy systems, ports, hospitals, and tax administrations. A 2025 OAS maturity assessment similarly placed most countries at or below the second of five stages, with the sharpest deficits in critical infrastructure protection, software assurance, and cyber insurance adoption. This policy-execution gap is itself the commercial opportunity.

Brazil

As an expanding, demographically buoyant, and resourceful nation, Brazil is a promising market for critical infrastructure protection. The growing dependence on critical infrastructure is anticipated to create increased interconnectedness within the country. As a result, Brazil is also highly vulnerable, with its infrastructure facing an escalating threat of cyberattacks. The majority of Brazil’s critical infrastructure — including water treatment plants and electrical transmission systems — is managed by software and hardware connected to the internet, leaving such systems susceptible to intrusion.

The scale is regionally decisive: Brazil alone records as many extortion and ransomware incidents as the next five largest Latin American markets combined — Mexico, Argentina, Peru, Colombia, and Chile. Regulatory response has accelerated accordingly. The National Cybersecurity Policy (PNCiber), established under Decree No. 11,856/2023, codifies digital sovereignty, critical infrastructure protection, organizational resilience, and public-private cooperation as governing principles, and is being operationalized through the updated E-Ciber strategy issued in August 2025 and a forthcoming National Cybersecurity Plan. Brazil’s cybersecurity market is projected to reach $5.5 billion by 2029 at a 10.3% growth rate, anchoring regional demand.

Mexico

Mexico has moved from fragmentation toward consolidation. The Digital Transformation and Telecommunications Agency (ATDT) introduced the National Cybersecurity Plan 2025–2030, the country’s first transversal state policy for digital defense, designed to standardize critical infrastructure protection through a centralized, prevention-focused model, with a National Cybersecurity Operations Center, a national CSIRT, a Critical Infrastructure Inventory, and a Vulnerability Assessment Program among its deliverables. Mexico currently lacks binding cybersecurity obligations for critical infrastructure operators, making the pending General Cybersecurity Law a decisive procurement catalyst — reinforced by security demands surrounding the 2026 FIFA World Cup.

Argentina

Argentina’s government identified critical sectors and adopted the National Program for Critical Information and Cybersecurity Infrastructure (ICIC) as early as 2011. The program’s critical infrastructure group identifies, surveys, and classifies risk levels, while its administrative arm reviews reports and resolves cyber incidents targeting national infrastructure. Capacity building has since intensified around the National Cybersecurity Centre, operational from January 2026, with the domestic cybersecurity market forecast to rise from $1.04 billion in 2025 to $1.94 billion by 2031 at an 11.02% CAGR. A large-scale March 2026 breach affecting the Central Bank, the Chief of Cabinet’s office, and multiple provincial health, education, and security agencies underscored residual exposure. Thus, these factors are collectively set to fuel market growth.
